I suggest this:

  * Put WOFF files below /usr/share/fonts/woff/
  * Add snippet to fontconfig-config ignoring *.woff files
    + Root user can change default using debconf
    + Any user can enable using manual custom configfile edit 

If I understand you correctly, you suggest this:

  * Put WOFF files below e.g. /usr/share/fonts-woff/
    + Any user can enable using manual custom configfile edit 


How is your approach less prone of pissing off prominent users?

How is your approach less scattering fonts around than mine?

We could have even more ways to change things with this approach:

  * Put WOFF files below /usr/share/fonts/woff/
  * Add snippet to fontconfig-config-no-woff ignoring *.woff files
  * Have woff font packages recommend fontconfig-config-no-woff
    + Root user can avoid installing fontconfig-config-no-woff
    + Root user can change default using debconf
    + Any user can enable using manual custom configfile edit 

...but I find that to be too much work for too little gain.
