I haven't tried the fontforge-20080828, but till now we not had this problem with mensis-070609. But with the recent version of the mensis (080507) I also could not compile Mensis without installed the libfontforge first. So, I also had suggestion to split our fontforge source package into four source packages with the corresponding binary packages: fontforge -> fontforge, libfontforge1, fontforge-dev, puthon-fontforge (and maybe fontforge-nox); fontforge-doc -> fontforge-doc; mensis -> mensis. fontforge-extras -> fontforge-extras (for the encodings.ps, cidmaps and showttf) This will make the maintaining easier and the packages will be build from the upstream tarballs (now we ourselves make the .tar.gz file from three upstream .tar.bz2 files).
