It might also help if you draw a picture.

e.g.:

When you say people are still able to ICQ and use Outlook
Express (i.e. POP3 and SMTP) I assume you mean there's a mail
server on the internet somewhere (not on your firewall) that
they can connect to (and an ICQ server.)  Is this correct?
(i.e. does your squid server route packets through itself?)
