https://snapshot.debian.org/ has all packages snapshots,

you can run simple-cdd application(https://wiki.debian.org/Simple-CDD/Howto) with snapshot to create exact images for any arch.

or you can run simple-cdd with standard debian repositories for any arch.

I see that the http://emdebian.org/tools/debian completely down
now and some few days before.

Unfortunately our company was not done backup of this repository
used in our development process.

Is there any mirror of this repository for jessie=20
or some package archive where we can download necessary packages?

Now we use dpkg-cross & crossbuild-essential-armhf and its
dependencies.
