OK, turns out that it was fairly easy to enable xcontrol support and it
did help at TCL a bit. In the end, I've enabled it when the file can
be found and it's a cross-build.

It fell naturally out of the support for foo [arch] syntax which forced
the creation of buildarchdeps and hostarchdeps tracking. It's trivial
to add Build-Depends-Tools to buildarchdeps.

In other words, xcontrol is being used as if debian/control actually
had:

Build-Depends: debhelper [!armel]

Actually, that syntax isn't ready yet, still got some work to do on the
[arch] syntax handling. Currently only supports stuff like [linux-any].
