I asked Russ Allbery where this came from and was told:
The primary intent was to allow people to split architecture-independent
header files out of the -dev package.
http://bugs.debian.org/347581 is the discussion. Please do open a bug
against Policy if this ends up breaking something not anticipated in
the discussion.
