Improving Grip and install-info

The main problems installing Grip come down to a brain-dead dpkg
replacement for GNU install-info that bails out on any error.

This is all set to change:
http://wiki.debian.org/Transitions/DpkgToGnuInstallInfo

install-info will disappear (or at least become a no-op that never
breaks the installation) and info documents will be handled by
dpkg triggers and we can avoid ever activating those triggers quite
simply.

Good news.
