or, alternatively, something about how dpkg decides how to order the
sequence of packages to configure.

debootstrap configures initscripts before netbase, multistrap calls
dpkg --configure -a which configures netbase before initscripts.

Looks like multistrap is going to have to run multiple configure runs,
based on the Priority: setting of the packages.

That's doable.
