Maybe you can use qemu-arm-static? With that one can chroot
into a loop-mounted file system image on the PC and execute
ARM binaries, such as apt-get and dpkg. It should work with
NFS mounts as well.

The qemu-arm-static package is available at Ubuntu[0], but
installs and runs cleanly on my Debian testing/unstable mix.
