Probably best to mirror the current package selection for armel from the emdebian crush repository (such as it is) and then include updated versions of whatever packages you need. Use reprepro. Then set that repository as your mirror - you'll also need to setup a HTTP location for the repo. The scripts in emdebian-tools and emdebian-qa can be used to automate "uploads" of package builds into that repo.
