You shouldn't be using debconf if the system is that limited by
available memory - you should be using cdebconf instead. i.e. Crush.

Thereagain, if memory is that limited, shouldn't you try to avoid
needing x11-common in the first place?

perl doesn't like running out of memory, that much is a known issue.
How much memory is available on the device?

Could this be related to maybe another application hogging the memory
(NFS) ?

How much available memory exists before you call apt/dpkg?
