Normally:

$ sudo apt-get install emdebian-rootfs

However, there is a transition ongoing at the moment in Debian sid, you
may need to do:

$ sudo apt-get install libemdebian-tools-perl emdebian-archive-keyring
$ sudo apt-get update
$ sudo apt-get install emdebian-rootfs

This gets you emdebian-rootfs 1.9.0 from the Emdebian repository, along
with more dependencies than you strictly need for emsandbox until the
transition is resolved.
