As far as I can remember, there have been some moment when -$arch-cross created by "older" version of dpkg-cross became incompatible with -$arch-cross packages created by "newer" version. So something was needed to stop -$arch-cross packages created by "older" dpkg-cross from satisfying dependences of the -$arch-cross packages created by "newer" dpkg-cross. To solve that, "layout versions" have been introduced. I can't remember all the details now - too many time passed :). Nikita
