Toolchains are built on amd64 - there is no point building a toolchain on armel to build for armel (or arm), that would be a native compiler. A toolchain autobuilder is a software issue and has various implications for how autobuilders normally work in that a toolchain is not one single package, it cannot be built with the normal build commands and has various inter-dependencies within the various packages that determine which packages are built and in which sequence.
