According to the current upstream,

          PDF Tools is dead, long live PDF Tools. Development
          continues with this fork:
          https://github.com/vedang/pdf-tools .

There is a tag 0.91 on that repo that seems newer than what we have.

unfortunately someone (me?) chose 1.0~date as version scheme for the
existing package, so that's a mess that would need to be cleaned up.
