It can handle many incoming sources, including a git tree, a hosted tarball, MELPA packages or even emacs-wiki. It is very similar to Homebrew for example. It provides some kind of DSL to describe a "recipe". It's very concise. I am a happy user. There is a dependency management but there is no versioning at all. You update the cookbook from time to time and decide to update all packages or only some of them.
