AFAICT, bbdb and gnus both compile for xemacs21; psgml skips it,
though.  Likewise, the elisp package I maintain (dictionary-el) also
compiles for xemacs21 even though XEmacs already includes a (slightly
older) version.

I'd vote for having tramp continue to compile for xemacs21 for the
sake of up-to-dateness.
