Debian packages and XEmacs packages


I'd like to know if Debian packages of emacs modes need to
support XEmacs when those modes are shipped with XEmacs
packages as well, although many of them are not up-to-date.

For example, I noticed that packages like (IIRC) bbdb, psgml,
gnus do not support XEmacs. Should I skipp the support in tramp?
