You mean /usr/share/emacs/site-lisp/tex-site.el?  On Debian,
/usr/share/emacs is generic; elisp for GNU Emacs lives in
/usr/share/emacs21.  The generic tex-site.el consults
debian-emacs-flavor (initialized by our site-init code) to determine
where to look for version-specific files.

You're also welcome to uninstall the separate auctex package if you
don't care for it.

If you only care about XEmacs, sure.  However, some of us happen to
prefer GNU Emacs, which doesn't bundle so much third party code.
