It is merely a new mailing list created by the UEFI Forum so they
could better reach out to FOSS-based OSes. Debian is not the only OS
that should address multiple ESPs, that is something that other OSes
should also have some input into.
By posting to their GNU Mailman-based mailing list, you'll reach the
right UEFI Forum members, who are on the list, and are looking to
reach out to address FOSS OS issues like this.

That is the question to bring up to UEFI Forum, via this new list, so
that all OSes, not just Debian, can address it, if it not already
addressed in spec/EDK-II implementation.
