IMO the package name should rather be debian-edu-doc-zh-cn.
Debian language packages ment for 'Simplified Chinese' aka 'Chinese
(China)' usually ship like this.
As Simplified Chinese is also used elsewhere than in the PRC, it might
be an idea to use zh-hans (zh-hant is used for 'Traditional Chinese' aka
Chinese (Taiwan) which OTOH is used outside of Taiwan as well). Ubuntu
seems to use these names e.g. for Firefox language packages…
According to the Makefile the binary package has to be named like the
related PO file (Weblate), so for now we have 'debian-edu-doc-zh'.
