Congrats to have it fixed for your dedicated subnet!

Trying to get away with minimal changes to fix it for a default setup 
(where no special BrowseAddress is needed, it has been 255.255.255.255 
in cupsd-debian-edu.conf and it seems to be the default now), I found 
that

echo 'BrowseProtocols cups' >> /etc/cups/cups-browsed.conf  

seems to be the only thing really needed.

Installation of 'libnss-mdns' isn't required in this case. (The former 
default 'cups' seems to have been replaced with 'dnssd cups', with dnssd 
being in first place appending the avahi domain.)

And this minimal change would fix the automagical printer setup for LTSP 
diskless workstations as well...
