When did it work?  Did it work for LDAP users, or only for users in
/etc/passwd?

As far as I know, Kerberos do not allow this, and all LDAP users check
their password in Kerberos these days.  Perhaps it is possible to
convince Kerberos to allow it, but I would strongly recommend against
it, and suggest to use keybased ssh login or something else to solve the
same use case.
