A variation of this is possible using the debian-edu-bless script in
debian-edu-config (not included in the binary, so far only in the source
package).

It allow one to take basic / simple Debian system and transform it into
a Debian Edu system.  It is expected to work if the packages configured
by Debian Edu during installation are not installed before the
debian-edu-bless script is executed.  There is no way to roll back (aka
de-activate) this transformation, thought.
