Try to add (for testing purposes) a line like:
ServerName ipp
to the file /opt/ltsp/i386/etc/cups/client.conf (you need to create the 
file). You can also use the servers ip-adresses instead of the dns-name 
ipp.

If that works, then there likely is a problem with the cups broadcast.
