[Bug 1432] One new message to root mail from etcinsvk cron job every hour for each klient

Here is a patch for etcinsvk to improve the check in the cron job.
I suspect this will solve the problem, if the problem was only on diskless
workstations.  The patch is correct anyway and should be applied.
