If this only affect diskless workstations, could it be caused by the calls
to etcinsvk commit in cfengine-debian-edu, causing ~root/.svk/ to be created
during installation even thought etcinsvk isn't initialized?

In that case, the proper short term fix is to drop the commit calls from
cfengine-debian-edu (fix already commited to svn), and a better fix is to
correct how etcinsvk decide if it is activated or not.
