po4a changed since the generation and the last update of the PO files.
Even if the PO files appear as fully up-to-date, and maybe the source
files did not change, po4a will generate new strings for which there will
be no translation.

I would recommend to update the POT and PO files from debian-edu-doc.
(make update deleted the XML files when I run it, but running
name=debian-edu-lenny-manual ../scripts/update_translations
updated the POT and PO files correctly)

After doing this, I would save the files, and re update the files without
the -o tags="<listitem> <emphasis>" option (they appear in 2 commands) in
../scripts/update_translations. These options should not be necessary
anymore.
