it's probably easiest if you copy it to /etc/iceweasel/pref/nigel.js (or 
whatever other filename which doesnt exist) instead.

And then you can either use "pref" or "lockPref", the latter cannot be 
overwritten. See the other files in /etc/iceweasel :)
