This is the line in question in /usr/share/perl5/SVK/Util.pm line 195:
my %keys = Term::ReadKey::GetControlChars();
This is part of a function to prompt the user, and make me suspect that
etcinsvk somehow failed to initialize at it should on these klients. How
were these clients installed (media, answers to questions)?
What do 'etcinsvk status' executed as root report on these clients.
