Caused by /etc/apt/apt.conf not being readable by the nagios user.
The source of the problem is
/usr/share/debian-edu-config/tools/update-proxy-from-wpad failing to
make sure the files it create are readable by all, and affect every
installation not using a proxy during installation (if they use a
proxy, the file will be created by debian-installer which make sure
the file is readable by all).

Patch to fix it in the installation is in
<URL: http://bugs.skolelinux.org/show_bug.cgi?id=1431 >.  I assume it
should not be fixed in the r0 release, given what the majority decided
on IRC on sunday.

Not quite sure what causes this.  The cron job should only run if
etcinsvk is enabled, and when it is enabled it should not need to talk
to the user (the error messages are from the get_prompt() function in
svk, which try to ask the user).
