[Bug 1328] Default browser (Iceweasel) refuses to connect to https://www/ by default

As of 22-Jun-2009, debian-edu-config_1.426~svn58343 (actually committed to svn
at revision 58503):
Worked right for me on Main+LTSP Netinstall.
Not yet marking as fixed please verify (also for !Main).

Remarks:

* If ever moving to use CA certificate it may be distributed in a similar
fashion with cert8.db file, only this will require depending on libnss3-tools
to build/modify the cert8.db with certutil. (C#8)
 The choice to use cert_override.txt is based on using plain text editing only.

* The script snakeoil-on-ice may easily be adjusted to cope with special needs
such as providing services on separate machines by fetching certificates over
the network, if desired please provide concrete details. (C#8)

* Use of /etc/skel/ is discouraged by Debian policy (10.7.5) though not
strictly forbidden. (C#14)

* All files are now handled by snakeoil-on-ice or cfengine in an attempt to
preserve and backup local changes, with the exception of symlink:
/etc/skel/.mozilla/firefox/debian-edu.default/cert_override.txt, which seems to
me safe enough. (C#15)
