[Bug 1336] Impossible to edit user

previous versons of lwat have always let admins change password by editing
users in LWAT. the newest version 0.17, have a default that denies admins the
right to edit users password in LWAT.
The sudden change in default setting in LWAT is what confuses users.
remember most of skolelinux server admins are not IT professionals, they just
teachers with 2-3 hours a week to deal with computers and servers.
They have no time searching for docs hidden in strange wiki-places when things
breaks or unannounsed changes have been made in some packages.
