Two different things are discussed here: distributions and packages.
A distribution is a set of packages tested that they work well together.
This means *any* distribution (but a subset) is in principle "binary
incompatible" with another, whether or not its packages are.
I agree with you that cherry-picking has benefits. But really what you
do is spawn new "distributions": Some combination of packages from
several sources, mixed and tested to "work well" by _you_.
