try:

   ln -s /usr/local/bin/start_ica.sh /etc/X11/Xsession.d/98strart_ica

filenames in /etc/X11/Xsession.d need to match certain patterns, and
*.sh will be excluded.

see the run_parts function in /etc/X11/Xsession for more information.
