This behaviour of udev can be a real blocker to less experienced 
administrators:

When you exchange a NIC old assignments for eth0 are kept in
/etc/udev/rules.d/z25_persistent-net.rules and new cards are given 
handles like eth1, eth2, eth3 etc. 

It is quite easy to remove that file, but this step should be at least 
part of the documentation. Maybe we can even provide an ncurses interface
that allows root to assign NICs to ethX.

Note that this issue also concerns cloning of workstations!
