Yes with a fresh install from today and LOCALDEV=False I see no changes. 

If I make mount -a as root the USB stick will be mounted under 
/var/run/drives/usbdisk-sda1

But KDEs system:/media/sda1 fail with: Feature only available with hal.
 
I have also add this information into the bug traker. 

If i remove the entry "/dev/sda /var... " from the fstab also the kde
icon in system:/media go away.
