Push packages from etch-test to etch

It is time to prepare a new test release of Skolelinux.  I believe the
following packages are ready to be pushed into etch from etch-test:

  debian-edu          0.814.0.edu.etch.1+svn33711
  debian-edu-config   0.411
  debian-edu-install  0.663+svn33803
  sitesummary         0.0.25
  slbackup-php        0.2-2

Also, it would be nice if the NEW cpufrequtils package is made
available in etch-test for testing.  If it work properly, a new
upload of d-e-config will be needed to remove redundant code.
