I am not sure if I wrote them? Who comitted them, or what are the names.

for most of them, yes 95 might be ok.
But for rpc it might be a good idea to start that as early as possible after 
LDAP (of course) because I saw a system where crond was started before the
RPC server was ready.

what scripts in detail?

If iyou mean cipux-notifer.sh and cipux-client.sh they are writhen by Benedikt
