Yes it is ;-). Fortunatly most of the free software is 100% translated
to Swedish, as this statistics shows:

We have lot of documentation in Norwegian that's easily understood by
you and regular Swedish speaking people. There are both different
independent report of Skolelinux in a usability perspective, and
economical calculations. Every economical calculation done after
practical use in small and large installations shows Skolelinux
operational cost is half of what school network operated by
proprietary software.

We have worked a lot to reduce the entry level for new and somewhat
inexperienced developers. That's because we want it to be easy to
contribute, without excluding anyone. The translators have made an
get-started guide, and a home-page where some short guides does it
easy to start:
