As you already experienced, the Finnish language packages are not on the 
CD. Then the modules with translations has to be installed over 
Internet. We have a strong commitment to getting the whole 
Skolelinux/Debian-Edu on one CD. The CD are almost full. Therefore we 
should try to squeeze in the Finnish package for use from install-time.

AFAK this is already in place with the new debian-installer:
