We are working with this in the skolelinux project.

Ditto, to the degree we think it would work.

For specific needs, there needs to be made a subproject. The Debian
project aims at being as versatile as possible. For more specific needs,
the Debian community sure likes to help out, as there's always something
general to be gained by cooperation. But the special needs is something
partially outside Debian. It's how it works.

What Debian does is system integration, making the parts work together.
Some software is made within Debian, but it's always for the means of
making a system work as a whole.

Other projects, linux-based and otherwise, make the programs.
Have a look at places like:
http://www.gnu.org/education/education.html
http://www.ofset.org/
http://www.seul.org/edu/
http://www.schoolforge.net/
for applications. A lot of the programs mentioned here isn't packaged
for use in debian yet, and *that's* in the middle of what Debian is
doing.

Sure. And pardon me but it's also better to get something done than
complain about what isn't done yet.
