Try to remove that rootpw line (just place a #-sign infront of it), and restart. But you say webmin, is this a Sarge or Etch installation?!
The server runs Skolelinux (Lenny) from Feb. 2010. Webmin's version is 1.530. I removed the rootpw line. The rootpw error disappeared, but the other error ("rootdn is always granted...") still remains.
