I don't know what the story is with the Brooklyn Public Library system,
but after the last cutbacks the NYPL is barely open in the evenings
anywhere now, otherwise I'd recommend library space.  It's public, safe,
has electric and wifi, and no RSVP lists.

One of the NYLUG workshop coordinators is looking around the lower half
of Manhattan for possible venues, I'll post if she finds any suitable
spaces.
