You may want to start with by looking at the initial bug report about orphaning the package [1]. It should have more pointers on where further to look at, and some of the challenges the previous maintainer had. I can help sponsor the package. And since I too use Drupal/Drush, I'll be able to help test. Besides that, my understanding of PHP/Drupal/Drush is limited. But anything of the Debian Packaging and Policy, I should be able to help.
