Why?

The solution that was chosen was chosen in part because of the tech-ctte
discussion and because of opinions expressed by the tech-ctte members.  I
believe it's a case where we would have made a formal decision had the
process been working more efficiently, and that it's worthwhile recording
that decision going forward.  I say that in part with my Policy editor hat
on, as there was quite a lot of discussion about this and related topics
in the Policy context and this decision provides some welcome clarity to
how similar situations should be handled going forward.
