The PDL package uses the trigger to keep its internal documentation index and
the HTML documentation up-to-date. There are some submodules available as
separate packages, which need to be included in the doc index.
The case is similar to the info/man cases -> 'no'.

There is no 'activate' directives in PDLs trigger file.
