Bug#279701: dpkg: data.tar.gz has a numeric uid for pseudo-tags.gz

dpkg -c on the deb produces  a line with "/" as user/group.

Checking with tar --numeric-owner shows 1000/1000 as uid/gid.

This smells of something serious, I just don't know what it is.
