Bug#218060: dpkg: start-stop-daemon now does chdir("/")

I was asked about a problem with starting ipppd, where it suddenly
couldn't find its options file anymore. This I tracked down to
start-stop-daemon now always doing a chdir("/") before the exec of the
program.
This change of behaviour sucks, and is not documented in the manpage
nor in the changelog. I guess it's a side-effect of the new -d option?
Please either document this in BOLD letters, or remove the unasked
chdir to root; I can imagine that this may lead to many other problems,
without offering significant benefit (if any). I now have to
change the invocation of start-stop-daemon to add -d, making it unusable
with old versions.
