OOPS.  I lied.  Unlike the apt-howto suggested, I had:

  file:/root/debs main contrib non-us

I can't quite remember why I did it this way.  I think I read the
man page which said the syntax was something like:

  distribution  component1 component2 ...

and I guessed that distribution corresponded to root/debs
and component1... corresponded to main contrib non-us

Anyway, I changed it to:

  file:/root debs/

and everything worked fine.
